UAE E-Invoicing Mandate 2027: ASP Deadline, Phases, and What Still Arrives on Paper

UAE businesses with AED 50M+ revenue must appoint an ASP by 30 October 2026 and go live on 1 January 2027; everyone else follows in July 2027. Here's what will still arrive as PDFs and photos after go-live.

Updated 5 min read

The UAE's mandatory e-invoicing starts on 1 January 2027 for businesses with revenue of AED 50 million or more, and those businesses must appoint an Accredited Service Provider (ASP) by 30 October 2026 โ€” a deadline the Ministry of Finance extended from 31 July 2026 without moving the go-live date. Businesses below AED 50 million follow on 1 July 2027, and government entities on 1 October 2027.

If you are in the first wave, the ASP deadline is about six weeks away. But whichever wave you are in, the mandate changes how in-scope invoices travel between businesses โ€” not every document your finance team handles. This guide sets out the timeline, then the documents that will keep arriving as PDFs and phone photos after go-live.

In-scope invoices will be exchanged in a structured format through accredited service providers, with invoice data reported to the Federal Tax Authority, rather than sent as PDFs by email. Confirm your own phase and obligations with your tax adviser โ€” this article is not tax advice.

Penalties

Reported penalties include a monthly fine for failing to implement e-invoicing or appoint an ASP on time (AED 5,000 per month in published guides) and per-invoice fines for failures around credit notes. Check the current Cabinet decision with your adviser before relying on any figure.

Five weeks to the ASP deadline: a checklist

For businesses with revenue of AED 50 million or more, the Accredited Service Provider has to be appointed by 30 October 2026. What to have settled before then:

  1. 1Confirm your phase. Revenue of AED 50 million or more means Phase 1: ASP by 30 October 2026, live on 1 January 2027. Below that, Phase 2: ASP by 31 March 2027, live on 1 July 2027.
  2. 2Shortlist ASPs from the official list. Only accredited providers can exchange e-invoices on your behalf; ask each how it connects to your ERP or accounting system.
  3. 3Map your invoice data. List every field your invoices need in structured form โ€” TRNs of both parties, line items, VAT per line โ€” and check that your system holds them.
  4. 4Test with real invoices. Run a batch of last month's invoices through the ASP's sandbox before go-live, not after.
  5. 5Plan for what stays on paper. Foreign suppliers, retail receipts, delivery notes and purchase orders will not come through the ASP. Decide now who captures them and how.

What still arrives as a PDF or a photo

The mandate targets business-to-business and business-to-government invoicing. These categories stay outside it, or outside it for a while:

  1. 1Invoices from suppliers in a later phase. Until 1 July 2027, a supplier below AED 50 million has no obligation to send you an e-invoice. If you are in the first wave, a large part of your SME supplier base can keep emailing PDFs for six more months.
  2. 2Invoices from foreign suppliers. A supplier in Saudi Arabia, India, the UK or Europe that is not part of the UAE system will keep issuing invoices in its own format.
  3. 3Retail receipts behind expense claims. Fuel, taxi, restaurant and hotel receipts are consumer sales for the supplier and are not part of the initial B2B and B2G phases. Staff still submit photos of paper receipts.
  4. 4Documents that are not tax invoices. Delivery notes, quotations and purchase orders were never in scope โ€” and three-way matching of purchase order, delivery note and invoice still starts from those files.
  5. 5Invoices dated before go-live. Historical invoices for audits, VAT refund claims or catch-up bookkeeping keep their original format.
  6. 6Group entities outside the UAE. A GCC or overseas subsidiary follows its own country's rules.

How to size what is left

Take the last 100 inbound documents your team processed and mark each one that falls into the six categories above. For a first-wave company with many SME suppliers, the share can stay high until mid-2027. For a trading, logistics or construction business running on delivery notes and purchase orders, categories 4 and 6 do not go away at any phase.

Where WhappScan fits โ€” and where it does not

WhappScan is not an Accredited Service Provider and does not exchange or report e-invoices to the FTA. For in-scope invoices, you need an ASP.

WhappScan handles the documents that stay outside that channel: it reads invoices, receipts, delivery notes, quotations and purchase orders that arrive as a PDF or a photo and returns their fields โ€” supplier, TRN, date, VAT, total, and each line where the document has them โ€” ready for Excel or your ERP. Staff, drivers and clients can send the photo by WhatsApp, which is how many of these documents already travel in the UAE, with nothing to install.

Try it on your own documents: the invoice to Excel tool, the delivery note tool and the purchase order tool are free, need no signup and handle up to three documents a day.
