Austria has no B2B e-invoicing mandate. As of September 2026, exchanging structured e-invoices between businesses is voluntary, and no date for a domestic mandate has been announced or put to consultation. The only obligation is B2G: since 1 January 2014, suppliers to the federal government must invoice electronically through the USP portal (e-Rechnung.gv.at), in ebInterface or Peppol BIS Billing 3.0.
So for an Austrian business the question is not a deadline โ it is what to do with the PDFs and paper that keep arriving while neighbouring Germany moves to mandatory e-invoicing. This guide covers the current rules, what is coming at EU level, and how to size the manual work.
The rules today
| Status in Austria | |
|---|---|
| B2B e-invoicing | Voluntary; no mandate announced |
| B2C e-invoicing | Voluntary |
| B2G (federal government) | Mandatory since 1 January 2014, via e-Rechnung.gv.at (USP), in ebInterface or Peppol BIS Billing 3.0 |
| Regional and municipal bodies | May require it; not a federal obligation |

The EU's VAT in the Digital Age (ViDA) package, in force since April 2025, lets member states introduce domestic e-invoicing mandates without asking for EU authorisation, and brings digital reporting for intra-EU B2B transactions from 1 July 2030. Austria has not yet set out how or when it will use that option. Check the Federal Ministry of Finance for updates โ this article is not tax advice.
What still arrives as a PDF or a photo
Without a mandate, practically everything does:
- 1Invoices from Austrian suppliers, most of which still send PDFs by email.
- 2Invoices from German suppliers. Germany's obligation covers domestic invoices between German businesses; a cross-border invoice to Austria is not covered, so most will keep arriving as PDFs.
- 3Receipts behind expense claims: fuel, parking, meals, hotels.
- 4Delivery notes (*Lieferscheine*), quotes and purchase orders, which no mandate anywhere covers.
How to size it
Take the last 100 inbound documents your team processed and count how many had to be typed or checked by hand. Without a mandate, that number is usually close to 100 โ and it is the number worth reducing now, whatever the eventual mandate date.
Where WhappScan fits
WhappScan is not a Peppol access point and does not send invoices through the USP. It reads the invoices, receipts, delivery notes, quotes and purchase orders that arrive as a PDF or a photo, and returns their fields โ supplier, VAT ID, date, VAT, total, and each line where the document has them โ ready for Excel or your accounting software. Staff and clients can send the photo by WhatsApp, with nothing to install.
Try it on your own documents: the invoice to Excel tool, the receipt to Excel tool and the delivery note tool are free, need no signup and handle up to three documents a day.
Next door: Germany's e-invoicing mandate 2025โ2028 and Switzerland: QR-bill and eBill are not e-invoicing. All countries side by side: e-invoicing mandates country by country.
